Puzzled

Edit: I just noticed that the puzzle isn't perfect because two councillors are repeated. But it's still fun!

That was fun. My favorite clues were

What would be innovative, is a means
to get councilors to crosswords on a
respectable blog. I'm quite sure that
most of them are black-buried and well
versed in text messengers. There is no-
thing to fear, they do not have to hire
speech writers or PR gurus, just be thems-
elves.
That too would be fun.
Citizens are particularly interested.
Anyone have a clue as to what we could do?
